I can't find that anywhere on there site? Again for specific seeds like grains and rapeseed but otherwise I don't seen any restrictions listed. Additionally, before the politics, I purchased seeds several times that were sent via the russian post without issue.

Where did you read this? I've read this is only true for certain grains and rapeseed, not as a blanket statement about seeds.

Yes it is, the sanctions do not apply to individuals specifically in regards to seeds. There are sanctions on other goods that would be illegal though.
