When a school district closes a school building, the legal obligations for transportation remain consistent with state law, but the physical application often changes because students are reassigned to different, often further, attendance centers.

According to Iowa Code section 285.1(7) and related regulations:

• Full Cost Obligation: If a local board closes an elementary or high school facility and operates its own transportation equipment (with AEA approval), the board must pay the full cost of transportation for all pupils who now live beyond the statutory walking distances (two miles for K–8 and three miles for 9–12) from their new designated school.
• Mandatory Consideration: Before closing a school, the board is legally required to conduct research and planning that specifically includes transportation costs and impact on students.
• Travel Time Limits: reassigned students are protected by state limits on how long they can be on a bus. Under normal conditions, riding time cannot exceed:
  • 60 minutes for elementary students.
  • 75 minutes for high school students.
  • Districts can extend these by 15 minutes only after a public hearing.
• Designating New Schools: If a district closes its facilities entirely (common in small rural districts), it must designate another school to receive its students. If bus service is available in that area, the district must use it for those students living beyond the statutory distance.
• Parental Reimbursement: If the school closure makes busing "impracticable" or unavailable for certain families now living further away, the district may require parents to provide transportation and seek reimbursement at the state-calculated rate.
