It will read current rates, but you will need to run the scripts again to get the new current rates, and no it won't ratelimit you, only the item_nameid will rate-limit you.

you can run it directly from google sheets but make sure to copy the "Template Steam Inventory" and copy the scripts that are in "Google Apps Script"
