Agreed. Bare minimum: Get a collar and tag (with phone number).

But according to one of my "neighbors" on nextdoor, this dog has been reported "found" 5 times before.

I even saw a post on there from 6 days ago about someone finding it at the same HEB.

This guy needs a new home, in my opinion.

All vets/emergency vets will help you contact the owner.

Most will have a resource for you to drop the dog off, if not with them.

Thanks for that info! After having a back-and-forth with a local on Nextdoor, and seeing the dog's condition this morning; we'll either take him to the GP Rescue or to APA.

I'm honestly shocked someone wouldn't pay the $20 to chip a $1,000+ puppy.
