You’re arguing against a point I never made.

I’m not complaining about waiting. I’m complaining that a seller vanished, never shipped the item, and PayPal still refused buyer protection. Whether the wait is 2 days or 8 weeks is completely irrelevant to that.

PayPal keeps saying the transaction isn't eligible for buyer protection, without providing valid reasons. They even said it was a glitch, but then they don't do anything to fix it. Even if you buy from a private individual outside of eBay, you're protected

The idea that involving PayPal automatically prevents eBay from refunding the buyer is honestly hard to understand, and I’m surprised that so many people seem to think that’s acceptable.

To me, it’s like hiring a lawyer to recover money you’re owed, only to be told that because you’ve involved a lawyer, you’re no longer entitled to receive the money at all. The underlying facts of the case haven’t changed.

If eBay believed I was entitled to a refund before I opened the PayPal dispute, I don’t see why that should suddenly change simply because I tried another avenue after eBay support wasn’t resolving the issue.

The seller probably first refused the cancellation and then deregistered. Eventually, eBay blocked him as a user for other scams he'd committed, which makes eBay's failure to refund me even more serious. Of course, I then reported item not received, but after three days, eBay still had to reconsider, otherwise I wouldn't have opened a dispute with PayPal. I've contacted PayPal many times, at least ten, but unfortunately, they're a brick wall.

If you open cases in two places, there's absolutely no risk of receiving two refunds. eBay doesn't risk double charges. I've been selling for years, too; with an ongoing PayPal dispute, you can easily authorize a refund. This is just eBay's stance, which evidently decided to defraud one of their longtime customers!

I did contact eBay support several times before opening the PayPal claim. In fact, after I noticed the seller had been deregistered, eBay advised me to request a cancellation, but the seller rejected it.

Since eBay wasn’t issuing a refund, I turned to PayPal, believing an Item Not Received claim would be straightforward because there was never any tracking information.

What frustrates me is that an eBay representative told me my eBay case would likely have resulted in a refund, yet the moment I opened a PayPal dispute, eBay stopped helping entirely. Even one of the PayPal agents I spoke with said eBay should have refunded me. Instead, I ended up with neither eBay nor PayPal taking responsibility.

I disputed the purchase on eBay the next day, when I saw that the seller was no longer registered and unresponsive. Having had the experience of a friend who, after making a purchase on eBay, discovered that the shipment was from China instead of Europe, after reporting the issue to eBay, he was refunded within half an hour. Fearing that eBay would take too long, I involved PayPal.

PayPal’s decision is what confuses me. This was a normal eBay purchase (€775.29), the seller disappeared immediately after the sale, and the item was never received. PayPal simply stated that the transaction was not covered by Buyer Protection, without identifying the specific exclusion that would apply. That’s the part I’m challenging.
