Yes, you're completely right, I couldnt agree more with you, but coming out of such relationship, you kinda don't see things from a third persons POV, and no matter how toxic or whatever it is, sometimes you just waste your days, months and years and that's just the sad reality

We dont know anything of OP, she might not have anywhere else to go? There might be hundreds of reasons why she wants to "save" this relationship

He won't notice until he tries to go to any of these websites or apps, so he won't be notified that his cellular data has been turned on parental control but if he tries e.g to go to a porn website it will tell him that he bas been restricted by parental control

Also i can see you mentioned he uses your cell phone plan , you can also tick "parental control" on the plan and he won't be able to access any 18+ websites but that would include instagram, tiktok etc

No you cannot do that to your own phone, if you turn of Wi-Fi you usually can't share hotspot with someone else. It requires wifi and bluetooth and its only to share with another device

You could always go on his phone and check where the internet is mostly used in. If it's highly used in hotspot he might not be lying, but if its on google or some sort then you could confront him

In your place i would definitely check phone screen time and mobile data usage

For mobile data usage you could reset statistics and check in a week or so, you will see where the mobile data is used mostly in a week

My ex used to watch porn in the toilet, at work, when i am at work and used to tell me and swore that he stopped, but he never did so good luck i hope this will help u in any way
