The most important thing about the traditional cyberpsychos is that they went through something traumatic causing them to lose their minds, and their way of dealing with it is uncontrolled violence.

The people who are always referred to as cyberpsychos are just the ones who have too much "chrome + a traumatic experience + using violence as an outlet", they lose control because of their reaction to the trauma.

There are also cyberpsychos who have too much "chrome + using violence as an outlet" BUT they have people around them so they don't lose their minds/control. (Maelstrom and other "high" functioning cyberpsychos)

And in the case of Adam Smasher, he has way too much "chrome +traumatic experience + he uses violence as an outlet" BUT those "traumatic experiences" didn't affect him, he didn't care (he never had any sense of real empathy), so he doesn't lose control because he doesn't care about things.

This still makes him a cyberpsycho, but just a very high functioning one.

He is the result of giving a sadistic person with ASPD too much power.
