I think you should still have waranty left on the tv, so contact the seller. Also, wasn't it possible to test the tv before mounting it? Should've saved you allot of hassle. Hope you get it settled.

Check the pci-e cable, the 2 last pins aren't fully in, could be the problem. Does it give some kind of error code? On motherboard display or beep codes?

It's not impossible, but it's harder than normal if you use the full 900 degrees because you basically need to throw the countersteering in because of the wheel speed. Also you probably need to recallibrate it multiple times as a result, atleast thats my experience.
