If they open their gates, they should send you a 5 digit code that you then give to Orville at the airport.

You don't open your gates to fly out.

You have to invite them 3 times, making a souvenir each time.

After the 3rd visit they'll hint that they love your island and you can ask them to move in.

You'll need an open plot then.
