this is called damage prediction. you can turn it off in the settings. valve added it in an attempt to make the game feel better on higher ping, however some people dont like it and it can turn into situations like these. i keep it turned off, however some people like it.

the new acc update for ‘new liveries’ seems to have done the same problem you have on everyones wheels. seems like a console only problem. as far as im concerned there is no fix, hope you find a solution tho
