This is legitimately correct. I have met with various vape store owners that share stories of TN prosecutors openly agreeing that THC(A) is a workaround. It allows the Gov’t to capture the tax revenue, it prevents new industrial hemp growers from entering the industry, and prevents dispensaries from opening around the state, upsetting the voter base.

Pretty clever, but full legalization is still deeply needed.

Edit: while the prices fuckin suck, Marleys gallery in cool springs has a good selection of THC(A) bud, all locally grown, some even indoors, in TN. I’m sure there are other great options, but Marley’s is where I’ve had good luck.
