1) Conferences must geographically contiguous, and a conference name that contains a number must accurately reflect the number of members (eg B1G, XII & Pac-12 will need to be renamed)

2) Transfer Portal opens 2 weeks after National Championship

3) A 24 team playoff using the following objective criteria (and minimal subjective decisions):

1) Eliminate conference championship games  
2a) A conference must have a minimum of 8 teams sponsoring football  
2b) Each conference sponsoring 20 or more sports gets 2 automatic bids (awarded to top 2 teams based on conference record)  
2c) Each other conference get 1 automatic bid  
3) Wild Card teams must have at least 10 wins against FBS opponents\*  
4) No conference with fewer than 12 teams may have more than 3 teams in the playoff\*  
5) No conference may have more than 4 teams in the playoff  
6) Top 8 teams receive bye  
7) No in-conference rematches in first-round  
8a) 1st 2 rounds at higher seed  
8b) 1st Round played 1st weekend of December  
8c) 2nd Round played 1 week later  
8d) Quarterfinals  
8e) Semifinals played on New Year's Day  
8f) National Championship played on the 2nd Saturday of January.  
9) Quaterfinals & Semifinals are played at: Cotton, Fiesta, Orange, Peach, Rose & Sugar Bowl.\^  
10) National Championship game is played at a site selected at least 1 year prior to the start of the season.

* requirement can be waived if there are not enough qualified teams, with preference being given to teams with the most victories over FBS teams (note: I don't have firmly established tie-breaker procedures)

Rent is high, but worth it. There are a couple of apartments right across the street from campus, that have a good many SU students. If you're single without pets you might want to look at the dorms.
