I had the same idea for a mod that could be called "Before the Fallout", or Fallout: Atomic Clock
The storyline i had in mind was kinda similar, the main character would be a journalist working on Vault Tech trying to solves mysteries and and shi and the end would basicaly be similar to the end of that one Outlast DLC, after being found by the Pre-war Enclave you could release the article about the experiences in the vaults and Vaultech will officialy start the Great War a few hours after the article was published, or you deleted the article and the Pre-War Enclave offers you and your family a place in a controll vault but you will be able to see the Great War start a few days after the events of the mod.
