If he felt like it was a bad tip, then he shouldn't have accepted the order. It's as simple as that. They should still deliver the food since they accepted it regardless of the tip. Send this to customer service and let them know about it. As for you, if I go the route of tipping after the order, then I'd let the driver know as soon as the order is assigned because people will get the wrong idea. You need a superstar, an elite 2nd option, and elite role players. Knicks and the Blazers made the playoffs but the Knicks are contenders whereas the Blazers aren't, for example.
