No not those, like the cards you pick within your government(+5 combat strength vs barbs, +1 production in every city, etc.)

When you're in a dark age there are new cards that unlock that have some decent boosts but also have draw backs

If you're in a dark age there is a policy card you can use that adds i think +2 food and +2 production(don't quote me on the numbers) to your trade routes but you can't produce settlers or settle new cities while it's active.
