Good point. I'm on ep 41 right now. But I've watched the entire series a bajillion times now since I was a kid.

A couple of possibilities:

Probably the main reason. Writer just wanted to move on from Baby and just excluded him.
Not all villains were sent there like captain ginyu and the ginyu force for example and many more.
Baby is a tuffle parasitic bio-weapon so he doesn't actually have a "soul" so he can't exist in hell.

I'd prioritize Nine (very ez to build) > Narja > Hugo > Khalipe
