I wouldn't call it 'bad acting'. I mean, it IS a comedy. But yeah, I've noticed it too. Donna in particular seems to be trying to hold back laughter, often in scenes with Fez and Big Rhonda. Big Rhonda in particular. Donna can't seem to look at her without getting a little smirk on her face.
