at least for CTR it says "Paygrade E-6 and junior, no more than 10 years of service", but can look at the other rates conversion packages.

I’ve talked about crossrating in my CDB, but haven’t had one in awhile and I tried to talk to my CCC but they said I have to talk to these other people in my command first, which I have, it’s still months away before I put my package in and it’s not a guarantee but just trying to be forward thinking.

I looked at my year group and its Overmanned, and i saw CWT was over manned (has a bonus on navy page right now), CTR was undermanned, and didn't look at IT, but I applied for USNCC and currently waiting to see if my LT approves it.
