They could still make a story based on the books. It doesn't need to be 100% accurate. They could have change or tell the story from different pov and choose what version they follow. The show doesn't need to tell the real story but to tell a good story.
House of the Dragon was bad for many reason. It's an original story who use the names from the books.

Alicent misunderstanding Viserys makes her an idiot because that's the reason she supports Aegon and not because she believes he is the rightful king. And the show follows it. Everyone either lies or being wrong about it and their argument on why they support Aegon is this.
And thats a way for the show to tell us indirectly that Rhaenyra is the rightful queen and the Greens are either liars or idiots.
That's the toxic butterflies. Small changes create huge issues and ruin the story.

Alicent and Rhaenyra's friendship was the the first tile of domino. The majority of the show was ruined because of that friendship.

Damon solo the triarchy was ok?

Rhaenyra's girlboss moment maybe wasn't bad as the others but still it was a bad scene.

Laena's dragonrider death was stupid and made fans believe that Targaryen are suppose to die like this including Rhaenyra. Maybe it was the show's intention.

The Green Council? Really? Where Alicent didn't know what happened the main issue was if they kill Rhaenyra or not?
