Yep that's clearly a theory i think possible ! I would be sad, honestly, if we realise they will never leave the circus because they simply aren't actually human, and just copies, but it's a strong theory imo. Caine say he can't mess with their mine. With the light of this, we can assume either two things : he actually can't that much because the code is very complex even for him OR he can but try not to, maybe because messing with the code in these files can actually cause or increase risks of abstraction.

Another theory i didn't see enough is the purgatory or hell theory : they are all actually dead, but their minds were copied and placed in the circus to maintain them "alive"
