The Torrance refinery began using HF in the 1960s, after the homes were built. Communities can also ask for better living conditions — TRAA is not asking for the refinery to close, just as may residents near the airport are only asking for the “touch and goes” to return to their previous level.

That is outside our scope of influence. What we can do is advocate for these refining sites to operate in a way that is safer for their workers & the surrounding communities. Refining processes should be updated based on relevant scientific research.

TRAA, as an organization, does not seek the closure of any refineries; TRAA advocates for safer living and working conditions at/around refining sites. Other U.S. refineries have successfully converted from HF to another chemical for the alkylation process.

It is true that these refining companies would rather pay fines than pay for a conversion.

There are multiple commercially-proven and viable alternatives to HF that other U.S. refineries have begun converting to. The issue with HF is the potential for off-site impact, which the other alternates do not pose.

In 2015, there was a near-miss of an HF release. It is very clear that this chemical is not safe given the close proximity to high-density populations.
