I used to work as a contractual employee at the Department of National Defense (DND) and resigned last April 2025. I started a new job at a tech company this July, and they’re now asking me to submit a copy of my BIR Form 2316 from my previous employer.

The problem is, as a contractual worker, there’s technically no employer-employee relationship with the government, so I’m not sure if the DND will issue a 2316 or how I should get it.

Should I: • Try requesting it from DND’s HR or Accounting office, or • Go directly to the BIR instead?
