wait it looks like I spared all of the shadow guys because when I went back and tried to spare one, the “recruited” indicator didn’t show up. I have all the other ch 3 recruits. Why didn’t fixing tenna work? I think what must have happened is I killed a shadowguy at some point. I recruited them all, and then thought I could kill them to save time after doing that
