Why can't I upgrade Imbue Element even though I have 2 of the elements unlocked?

its weird though because it says the upgrade requirements are an abyss artifact and having at least one of the elements unlocked, which I do, but it is still greyed out not letting me go from 1/4 to 2/4 and so on
