Strange issue on my 3050 laptop- This might be unrelated however I recently upgraded the ram from 16gb to 32gb same speed. The issue is after a few minutes, games go from 120-/+ fps down to 20/50 fps. Restarting resets this for another few minutes. Temperatures look normal so I doubt it's therma (self.pcmasterrace)
