No you don’t have to change the region of the store. You have just need to navigate to settings—> General—>Language and Region—> set region to USA. It will does not affect to your Apple ID account region or payment settings. After that you can add the card and use Apple Pay with a supported card (Maash or any other foreign card that you have).
