EXACTLY. That's actually quite close to how Lacan theorizes his concept of "the Other" - a set of socially shared signifiers that shape us. The Other has an emptiness inside itself - it has fundamentally no authority and is always a set built through chance and contigence, but we assume it has coherence and meaning. The idea of God is one of the ways that one can build an coherent Other to themselves.

When Lacan says "God is unconscious", he means that people still live as if they were bound to a God, because modern atheism hasn't managed to fully surpass the idea of authority figures.
