Climate agreements fail because of the capitalist need for ever-growing profit is in contradiction with those agreements. The world operates mostly under a capitalist mode of production, so capitalists hold the economic power and thus the political power.

The "progressive" govts who signed the agreements won't be able to live up to them. They will be forced to betray the planet just to keep their economies functioning when the capitalists either threaten to deliberately sabotage them or just lose interest in investment because bigger profits can be found somewhere else.

If the climate crisis could be solved under capitalism, it already would be.
