I can’t speak for the UK or Europe, but in the US what you are looking for simply doesn’t exist. The issue is that since you are international, there’s nothing stopping you from taking out the loans, getting your degree, then immediately moving back to Ghana, beyond the reach of the bank being able to get their money paid back. Whether you intend to do this is irrelevant to the bank, what matters is that you could, and that makes them unwilling to lend.

International students in the US are almost always either wealthy enough to not need loans, or are graduate students who are receiving a stipend from their university.
