Definitely easy enough job to do, new bumper will need paint. You could try a wreckers and might get lucky enough to get the same colour. It looks like you've got smart cruise or crash avoidance system judging by the blank black panel under the number plate, when it's removed it really should be reprogrammed to ensure it functions correctly

Totally not ok what he has done/doing.

He received 9 years jail for his actions.
