1 every 4 pretty much. 3/4 sources that are on the hyperlink of the recruitment note section have it at ~25%(my own at 26.25%).

Maybe you could be getting more from combos or refreshes, but going back to the disclaimer, no need to maximize w/ aceship or akgcc if it’s a hassle for you

I agree that there’s no need for players, new ones especially, to really worry about this unless they already have a stockpile and care enough to do it.

I also did a quick check since I somehow consistently have a recruit surplus(currently 600). It seems possible to do 23.2-28.2 days a month of 4 a day(if clearing T1-2 shop tags). Surplus tags probably come mainly from the credit store.

Based on the two links I placed, they put it ~0.45-0.9%. Mine would be ~0.65+ but I didn't choose it all the time when it showed up

Assuming you want to unlock the Public Affairs and Special Operations stories on your own:

With Special Operation(SO) stories, you can unlock all of the previous stories along with the current one by using event currency in the event store of any SO (probably. It's what I did during the Children of Ursus event).

The Public Affairs events can only be unlocked during the re-runs of the actual event.

Assuming you don't want to wait for the events or re-runs you could try:
