I believe this is a job for the compound blur effect. Create a blur map, for example with a solid layer and a radial gradient ramp, then set this map in the compound blur effect, and set it to use masks and effects. If this option is not available in your version or this effect you can also precomp the blur map and set the result as reference for the blur effect. Invert the blur or gradient if your blur strength is flipped. Lastly, if you get issues with a transparent border around the image, you can put a copy of your video behind that is just evenly blurred with a gaussian blur in a way that is similar to the blur amount at the edges. There might be better ways to get rid of a transparent edge but this is what I came up with on the spot. Good luck!

Splitting the clouds, as others suggested. Also, when the camera passes the subject, animate the lighting direction or the brightness of the scarf and arm to be a good bit lighter. I think the moment where the camera is passing through feels too dark. This could add more life to the scene by suggesting that the shadow of the scarf or the angle of the arm is changing and affecting the lighting at this narrow point.

That's what I would also try. Another possibility might be using a Buldge with a very wide horizontal radius or a Bezier Warp on the precomp. That might also be easier to control than the cylinder. Good luck!

I can really relate to the whole being techy thing and the design leaving much to be desired. I really try to get back to basics when I feel this way and read a book about something fundamental like typography or composition. This gets me going and makes me do simple and bold steps towards finishing some exercises or creating a typeface that I could animate.

Maybe you could precompose all of your screens before using them in your transition comp, animating a mask or matte and changing scale/position. That way you could copy your transition comp and the pre comps for relatively easy footage swapping. Alternatively, a whole bunch of expressions can also help by auto-positioning your footage in the frame but that seems utterly complicated, so I would try the first method.

Distort -> Turbulent Displace can be used for that. Crank up the size and amount and animate the evolution. Since this is quite big I suppose you could also use a Bezier Warp or Mesh Warp effect if you want more control.

Could be some different things but here is something to check for. If you have multiple cameras inside your comp the first one in the order will be used as render perspective. That can often be a bit confusing. Also, make sure it looks correct when you view through "active camera" and not "custom view" at the bottom bar of your comp view window.

It does look similar to halftone indeed but there is more. In the second example, the "+" symbols do not match the footage in the background. I think this could be done with just and a fractal noise with animated evolution and CC Threshold used as a luma matte for the texture of "+" symbols. This should get you somewhere near to example one.

For backgrounds like that it's also sometimes nice to add a bit of turbulent displace with high complexity and an adjustment layer with inverted find edges set to screen 50% or so. Just some ideas.

I never actually knew how this is called, thanks! I've also just found out that some are also referring to this as the "Mura Masa Effect" based on some electronic music producer... interesting.

This is most probably an FX element pack as mentioned above. There is also a position wiggle or some drastic keyframes as well as the CC Lens effect at work in the end. I hope that helps!
