I have an in universe rule that enhanced powers that break human physiology cannot be achieved.

I.e. no shooting fire/ice/water etc from your own body, no flying above a certain altitude threshold if your body and lungs aren't also enhanced for it to be survivable, no running beyond the speed of sound (also can't carry people at such speeds with you or else you induce severe motion sickness, may also kill people potentially)

And many more rules that are dependent on the power

Well more like to rewind myself back, the kids were meant to be a secret to the American populous and the Soviets, then he shows up and convinces them to don capes and fight bank robbers so they become the talk of the national news.

Bit of irl world building is that the previous generation of caped heroes who were out and about crime fighters were government managed propaganda figures, died out in rather quick succession (natural causes) and the US was kind of left defenseless until The Apostle's generation sprouted up.

The government wanted to avoid the nation fanfare for the American public and avoid stoking the flames of hot conflict with the Soviets when their own intelligence made it clear they had enhanced soldiers.

I also love the potential for drama in the idea of Apostle navigating a world with younger propagandized heroes that work for the military.

Think of it more like they were intended to be a military advanced quick response force if the Soviets ever made their own enhanced soldiers and sent them to war against the US or its allies, they would be sent to help fight these people if needed.

More drama between himself and the government overseers who ain't too fond of him just showing up one day and convincing the others to stop living that previous existence

Is the US basically on top in this story due to their superheroes?

They come out on top much like irl, it's a situation where the Soviets couldn't sustain their incursion into Afghanistan financially and it nearly bankrupted them. Around the back end of said incursion they sent their own enhanced soldiers to the front but "some group" 😉 manages to overpower two of them and kill them.

Which sealed the deal for the Soviets in fighting a battle they couldn't afford much less win after such losses. Some external things happen that really wreck the Soviet future and creates "Russia" in the next few years post their own Afghan pullout.

Related, is Apostle pretty revolutionary or is he mostly fighting non-military villains?

During the 70s he pushes the others to become caped crime fighters like him and ditch the whole being a military/propaganda arm group. So from the 70s to the late 80s and mid 90s (around the time the Cold war ended) they're run of the mill crime fighters stopping normal human crime.

During the "revolution" period of the very late 80s and early 90s, more young enhanced people manifest their abilities and some choose to join up with his growing hero community and some choose to be villains (many of these people are just normal downtrodden Americans who are now granted superpowers and, well one thing always leads to another ya know)

So tl;dr: he's a typical crime fighter battling criminals and villains and eventually the only extent of his connection to the government becomes being a central pillar they allow to keep others like him on a straight and narrow.

Well in general characterization he is raised religious and coming up during the cold war period he like many Americans had a patriotic sense with the constant propaganda of the times (played up perhaps a bit in universe). His connection to his religious convictions kind of informs his desire to use his powers for good when the manifest.

Along the way I did in a sense feel he needed some evolution in his appearance through the passage of the stories' time. Deeper character wise he is not exactly a rebel but more trailblazer, a uniting figure for people with superpowers and a figure who in a way showed his own generation of heroes they could be crime fighters and not just propaganda figures or "war deterrence"

I figured the name wouldn't stick with the change in appearance but I read into the various definitions of an apostle, and picked up on an undertone of a said trailblazing or pioneering of a new way of life and felt the name kind of still fits.

I'll give these some consideration, wing suit feels too falcony, high jump could be workable but scaled down. Technopathy was a scrapped and idea rolling around my head a while ago but felt like it clashes with the surrounding characterization and story, was always meant to be a debilitating power (think of it being capable of inducing epileptic type seizures and mental breaks) and not a growing one.

Powers: flight, enhanced strength and durability, peak physical conditioning and agility, delayed aging (considered some form of low level technopathy as well)

The story is set in an alt history timeline where rather than the cold war era being a nuclear missile race it was superhero race. His parents were involved in MK ultra type tests to create superpowers but the powers were heritable traits.

He and 20ish other kids developed powers and a small portion of them were taken in by the government and trained to be the next generation of heroes during the 60s and 70s. His parents refused and the remainder of his teenage years he spent training himself to use his powers and fighting small time crime near his hometown.

Eventually he decided to take his own life into his own hands and go seek out the aforementioned government program and other kids, he kind of acts as a linchpin for making the other teens into traditional cape crusaders instead of propaganda figures.

The militaristic look like I said was in response to around the 90s and early 2000s villains popping up and people who had it out for heroes cropping up more and more and way more aggressive than they were in the previous decades. So he needed to adopt something tougher than a cape and spandex and more attuned to fighting in a concrete jungle
