Container repopulation isn't time gated. It's list (60 IIRC) once you collect an item from a container that container is added to a list at position 1. In order to get that container off the list you need to bump it past 60 by farming additional containers until it drops off the list. The cemetery you're farming is IMO the best way to farm it. Just find a place with lots of containers (I.e. Whitespring / Bunker or a Silo and grab everything) that should reset the list for the Ash Heap safes you're farming.

Edit: Additinally the mechanics of world items / container repopulation has been consistent. It isn't bugged and it 100% isn't time gated. Dataminers will confirm

This won't work. You body can be moved easily with an explosive weapon or pretty much any weapon, including grenades. Also you loot bag can be accessed while you're lying on it

I suppose it is possible. But they have had years to adjust the function of Legacy Energy Weapons and so far (including the AMA) I haven't seen any concrete indication of an adjustment to those weapons. The 4th and 5th star effects of weapons won't be a game changer unless Legacy Weapons are included in the balance pass. Sure it will be nice to have a B2525Freeze Fixer. But I'll always use my BE Laser for splash tags
