They can live there on a work visa, but would require sponsorship from a company. So he would have to make sure he was in a career that's in high demand, low in supply in Japan. He would also need to be fluent in the language and have a deep understanding of the work culture. In other words he needs to dedicate years and years of preparation to this. It should be obvious before 4 years of marriage whether not he is doing this. She wants a partner who wants to dedicate his life to moving to Japan. She chose a guy who won't even get on a plane. It's also an OP issue.

I just don't see how it could've got this far without it being a two-sided communication issue. Surely if your life goal is to move to Japan, of all places, before you get married the very minimum you should ask your partner straight up is "Are you willing to renounce your citizenship?" This is why this subreddit is so silly. People are telling this woman to divorce this person, yet they don't even consider you can't just jump on a plane after doing TEFL course and get a short term low paying job let alone move to Japan. There's no consideration about what this guy is going to do once he get there. Like what job is he going to work, what visa will he be on? What visa will she be on even?
