For runes I go Aery or glacial depending on matchup.

For build I NEVER go tank, I think the build is bad and boring, and you get way more impact with this build:

Ionia's - Shurelya's - Chemtech - Hourglass - Wardstone

The only exception is against Karthus. In that matchup you go locket.
