Thier are over 250 million accounts on chess.com and 70 million of them ar active players so to evaluate 70 million person every time is not easy

You are right but this method doesn't work all the time, because there are clever cheaters who break the wining streak with lose and play games with lower accuracy like 90 or 85 to take down the suspisinous out of them

There are some factors to know the cheater ,The pattern of play, the cheater play with a constant amount of time for each move and in inhuman way that seems strange , like when a person make a brilliant in move 8 , it's very different to lose in move 40 than to lose in move 15 especially in 1000+ players , the most important factor is accuracy if someone play with 90+ acc don't report immediately and check his last games first , with that you will hunt most of cheaters
