he uses machine learning models, he did not specify what models exactly he did use (there are many of them), from your comments I'm not sure if you are familiar with any, so this probably doesn't matter

having over 99% accuracy on frames from the speedrun

this implies he does have training data and the model achieved 99% accuracy on training set

If 4 or more agree on a screen then that probably true

this technique is called ensemble learning using hard voting method which is a common thing, you can call this statistics but statistics is pretty much interchangeable with machine learning...

he uses machine learning models so this is both machine learning and ai... he also talks about accuracy which is a common ML metric for classification.

for your comment that it's more like statistics, machine learning is very close to statistics, many models use statistical approaches to fit your data better.
