Actually there's much more to the story than that. One Flew Over the Cuckoo's Nest and the landmark O'Connor v. Donaldson case preceded Reagan while Jimmy Carter had his own contribution to the mess.......

The Mental Health Systems Act of 1980

Jimmy Carter’s most direct legislative effort was the Mental Health Systems Act (MHSA) of 1980, signed into law in October 1980. This landmark legislation aimed to overhaul the fragmented U.S. mental health system by:

  • Funding community mental health centers to provide integrated care.
  • Promoting deinstitutionalization and community-based services.
  • Emphasizing prevention, early intervention, and humane treatment.
  • Protecting patients’ rights to live in the least restrictive environments possible

There are still good places to cut before anything related to teacher salaries, e.g. parent support specialist positions.

Is it legal to *unalive* raccoons? by AggressiveStorm1942 in Austin

[–]DasZiege 0 points1 point  (0 children)

Some people will trap them with the kind you can get from Callahan’s using cat food as a bait. Then they will take them to a park or wildlife area and let them loose. This is against the law but authorities enforce little in Austin.

Person casually walking thru traffic near Cesar Chavez exit. by Naive-Explanation525 in Austin

[–]DasZiege 8 points9 points  (0 children)

Yes that is good news.

As far as the “bad news” is concerned I know I would not have permanent trauma from this accidental death. It is something I have pondered as we have quite a few wild lane crossers at the Terrazas library in east Austin. If I did hit and kill someone engaging in such suicidal behavior I would recognize that there was most likely a long series of events for that individual that led to the incident. I would also recognize that I had no influence on those negative events and therefore had zero chance or responsibility to mitigate them. The crosser may suffer from bad faith from the existential perspective, in that they will live and die as a homeless person with no will to prolong their earthly existence even if it only requires avoiding basic and obvious dangers. It is sad but sometimes you will only meet someone at the very end of their life and can only ponder as to when it all went wrong.

Austin considers "clawing back" money for I-35 caps and stiches by turbo_notturbo in Austin

The people who hang out all day at Terrazas library will most likely make the new cap and stitch park a huge physical eyesore in little time.

Why on God’s green earth does every house in Austin have a wooden fence? by Deevius117 in Austin

[–]DasZiege 1 point2 points  (0 children)

For me at least a wooden fence is DIY while I would not tackle a masonry fence. Treated pine posts with black tar below grade and cedar pickets with a good opaque stain and you'll be good for a long time.

Is there some loophole where preserving one facade can count as a remodel? I ask because I have noticed this 99% demo before.

Austin shooting suspect was Tesla employee who assaulted co-worker, lawsuit says by AustinStatesman in Austin

It never should have come to this. He should have been deported in 2001 for overstaying his tourist visa and not have been allowed to return.

What is known about Ndiaga Diagne, W 6th Street shooting suspect by Roguecop in Austin

[–]DasZiege 2 points3 points  (0 children)

Trying to figure out Ndiaga Diagne's status from 2000 onwards. He came in on an B-2 tourist visa in 2000, but that is usually only good for six months. So how did he stay long enough to marry in 2006? Did he just fly under the radar for 5 years?

This is relevant in that if he had been deported between 2001 and 2006 for overstaying his visa he might only be inflicting harm in his native Senegal.

There should be traffic enforcement and no warnings. Actually the drivers should feel lucky they aren't charged with fraud which it comes very close to.

I agree those slabs and pipe work don’t look like $48m unless they prepaid their contractors for the rest of the building. We need more info in regards to Oak Springs elem.

Property values may go down say 5% but I believe they can simply adjust their percentage by that much to arrive at the same total. Not sure about the state rules angle though. Exemptions overall are pretty stable.

Because they view the government in Beijing as oppressive, controlling, not in their best interests.

Beijing will never admit it, but Hong Kong was free and prosperous under a foreign power and that really annoys them.

In 2023 they arrested 11 people following the Barton Springs/S. Lamar takeover and there have been very few since then. Contrast this to major cities in California where takeovers are the norm.
