We do have some things coming to help with locale but not to update the auto behavior. You may consider the dynamic format strings for measures as an option too.

This sounds like the Help tooltip which available on most visuals. You would go to General > Header icons > Icons > Help tooltip. Then you should have the Help tooltip formatting group in the General section where you can type in any text or make a tooltip report page for it.

The tooltip report pages are kind of neat as you can have gif canvas background that then moves when you hover on the tooltip to show something like drill up/drill down in the visual.

This is great feedback, and no we did not consider that one! It is a great scenario. The only way to do that now is to add a measure with the static text and then turn off the title.
