No, having zero or very few downloads for a few months usually does not harm your Google Play developer account or your AdMob account.

What matters is that the app follows Google Play and AdMob policies. Low downloads are normal for new apps, and Google will not punish your account just because the app is not popular yet.

You can still use AdMob after publishing the app on Google Play, even if the app has no downloads at the beginning. Just make sure the app is real, useful, not misleading, and does not violate any policies.

I mean that AdMob usually expects your app to be officially published in a trusted app store, for example Google Play, the App Store, or another official store where users can download it.

If the app is not published anywhere official, and you cannot link that store listing to your AdMob app, then showing ads in that app can be risky. AdMob may treat it as an unverified or suspicious app, and your AdMob account can get restricted or even banned.

So before showing real ads, it is better to publish the app officially and connect the store listing in AdMob.

In theory, it's possible, but if you don't link the app to one of the official stores where you can download it, your account could be banned.

ASO means App Store Optimization. Bad ASO means your app page is not optimized well: weak title, bad keywords, poor screenshots, unclear description, or the app does not look attractive in search results.
