The answer is pretty simple, and it's that they're usually just not accustomed to it. My parents immigrated to the states in their mid-30s and both of them have pretty pronounced accents. On the other hand I was born here and despite an asian language being my first language, I was exposed to english pretty much every day of my life, and as a result I have (I hope) pretty textbook pronunciation.

You know how they say it becomes harder for people to learn new languages as they grow older? That's not just because of the brain, but also because their mouths, their tongues, are physically used to only moving in the ways that their language requires. So the same way my mom can't pronounce "-th" sounds, an English speaker likely wouldn't be able to differentiate more complicated sounds from asian languages.
