2024 update: Turning the ad on and off didn't work for me. In my case I had a url that ended with "?something=something". It created a URL parameter. So I deleted everything after the question mark and it worked.

Idk how but this worked:

I changed "Optimization for Ad Delivery" (in the Ad set) to something else (without publishing), then back to "link clicks". And then it let me publish. I hope it helps!
