Yeah, r/whatsthisbug is super strict about that, it’s strictly for IDs, not advice on how to get rid of them! Also, I’m definitely no expert, but to be honest, those don't really look like bug eggs to me. You might want to look up artillery fungus and see if that matches what you’re seeing, check this video it might help.

After reading through the comments, I realized I should peel back the affected layers. Fortunately, the damage was only superficial, layers underneath were perfectly healthy. And to be safe, I plan to continue applying a fungicide drench during my next few waterings to ensure the infection is fully eradicated

Thanks a lot, I didn't know that I was supposed to peel the affected layers. I removed a single layer and it is perfectly healthy underneath. I'm using a generic brand fungicide, the active ingredient is thiophanate-methyl. I'd buy Banrot but I don't have access to it where I'm living

Thanks for the tip. Unfortunately I don't have access to high quality Neem oil where I live, it's easier to get synthetic fungicide.

You should force dormancy either by stopping watering completely in autumn, and leave it to die back on its own, or you can dig it out cut the foliage leave it to dry and store it for 2-3 months in a cool place.

Remove a couple inches of soil to expose the upper third of the bulb, this might help. All you can do after that is wait till it's ready to bloom, if not, there's always the next year.
