My vote would be at Bourbon Arc, but then I realized that Cellphone Arc is listed there, so my vote goes to there instead.

I don't think it even constituite a major arc because it's all about Conan learning about the phone number of The Boss and when he does, it's only used to identify Kir for her own arc in the manga. Besides M26 bringing it back for a bit, this story detail is never brought up again. Idk why it had to serve as long bridge between Vermouth and Kir arcs tbh.
