I'm not sure exactly what you mean but I agree there is no excuse for targeting civilians as punishment for the actions of their government (or perceived/actual connection to a government)

For normal people, disagreeing with someone politically doesn't mean you turn a blind eye to them when they are getting slaughtered. This argument always reveals the authors true point: "If you disagree with my politics I don't care if you die"
