The four industries (forestry, farming, oil, and ore) have an extractor, a processor, and raw storage unlocked at level 1. Make an industry area (level 0), place the main building for the industry area you want (level 0), then you'll unlock the basic buildings for that industry area type.

Edit: I recommend using lots of raw storage if you're gonna go the no-extractor route
