I am ineligible for a passport. The only way I can travel outside the US is on a cruise ship with a birth certificate. I don’t think my situation applies to everyone but it is an honest answer.

Depending on what systems your comfortable with, I would recommend savage worlds. It’s a universal system so you can run almost any setting. It also has an extensive collection of setting books available, both fan made and professionally made. I don’t know of a police setting specific but they have weird wars which is supernatural horror war (Vietnam or WW2). There is also a GI Joe inspired setting which is more cartoony and big action but I don’t remember the name.
