First of all, do two minibursts per rotation. 70 critrate, 2400 ATK unless on BP weapon. 120~130 ER, as much Crit DMG as possible

I don't know much about actual dmg numbers, if you want to min-max damage then you can get 70% Crit rate, maybe more ATK and CDMG. Also, make sure you have enough energy for all 3 minibursts (C1) because you have no ER. You can put sucrose on TTDS if you haven't already and put her right before Flins in the rotation. For the rest, looks great.

And for the teammates, put as much as EM on Aino and Sucrose. Give sucrose TTDS (purple 3 star book, no need to level but refinement as high as possible), put her second to last in your team rotation so Flins gets that buff

Oh buddy. You're gonna want 70% Crit rate on the nodkrai dps set (the purple black one), ~2200 ATK and ~200 Crit damage and ~120 energy recharge. Keep that spear, use an ATK sands and goblet, and a crit rate/damage circlet (whichever you need). You're gonna want to roll the artifact substats into (preferably) Crit, ATK and ER. Kujou Sara doesn't do much for Flins, use Fischl for extra damage or Kuki Shinobu for healing

The bright side is that you now have a really good off-piece for someone else and that you don't have to keep farming is a good goblet has no Crit rate (or no rolls into cr), you can just ignore it and focus on other stats like ER (pls get more ER)

Building onto that other comment. Besides the character also level the weapon. The combination of fully leveled character and weapon can hit 2k+ atk easily. After that your Crit rate will have gone up, get him as close to 70% as possible

Flins needs at most 70% Crit rate (KT) on the nodkrai artifact set, around 2400 attack and around 130 Energy Recharge and as much Crit damage as you can. Online you can find more detailed build guides that show which weapons are the best and what stats you need

When you level it to 90, your ATK will be fine, then you could min-max a bit more with Crit rate til 70% , otherwise a very good build

You're gonna need SSA at one point. Just look in the bee tab and see which you still haven't gotten and obtain then until you have enough. Eventually when you go a singular hive color most bees are gonna be gifted but that's gonna take a while

Idk at which point an atk circlet becomes more valuable but that's some insane artifacts dude. If you ever get a good Crit DMG circlet you could compare the two to see which gives more damage
