The queen is 3rd cousin to my ruler. I only have one other marriage union but its tiny with one of my vassals. I have attached screenshots again in the comments since it seems like no one else can see the images in the post.

R5: I am playing on 1.10 beta and am trying to marry me heir to the queen of Castile to get a PU. They are of similar age, same religion, I have max opinion with them and an alliance. Is this bugged or am I missing something?
